The N25 Midleton to Youghal Transport Project (N25MY) is being progressed by the Cork National Roads Office on behalf of Cork County Council and Transport Infrastructure Ireland within a study area that extends from Lakeview in Midleton to Ballyvergan, to the west of Youghal.
This section of the N25 frequently experiences congestion, unreliable journey times and safety issues. To address these challenges, the N25 Midleton to Youghal Transport Project is being progressed as a long-term strategic transport project that is currently at Phase 2 Option Selection.
CONSTRAINTS STUDY AREA
Public Consultation No. 1 is seeking feedback on the study area and constraints identified which are shown on the maps available on the project website. The study area, also known as the constraints study area, is established to identify physical, artificial, engineering, and natural limitations within a specific region where options are anticipated to be created and assessed.
The creation of the study area is an ongoing process, and its boundaries are shaped by the results of the constraints, risks, and opportunities analysis, as well as the design development. The study area can change as needed throughout all phases of the project lifecycle.
Constraints refer to limitations or restrictions that may affect the design and development of potential options. These include physical, environmental, engineering, regulatory, economic, and community factors. Identifying these constraints helps ensure that the project minimises negative impacts and promotes positive opportunities, aligning the final outcomes with the project objectives and community needs.

ONLINE PUBLIC CONSULTATION OPEN
The online public consultation, which commenced on Wednesday, July 1st runs until 4pm on Wednesday, July 29th 2026. The following information will be available on the project website: Brochure; study area map; identified constraints maps; and a questionnaire.
The Cork National Roads Office invites you to share your feedback which will help shape the direction of this project by sharing your local knowledge and suggesting opportunities or ideas that we should consider. Members of the public are therefore invited to visit the project website to learn more about the project and to use the interactive map, n25midletontoyoughal.ie
